Texas State Association of Parliamentarians – Uncouth is Passé: Decorum and Its Enforcement are All the Rage

This presentation will cover in detail and with examples the rules of decorum in debate. It will also include the rules on length and number of debates and how a presiding officer may appropriately participate in debate. But the emphasis on the chair’s neutrality will be significantly highlighted. The huge potential gains in meeting efficiency and a member’s enjoyment of a meeting will be proposed as an incentive for the presiding officer to espouse their responsibility to enforce the rules of decorum.
