When the OAP members revised the Ohio Association of Parliamentarians bylaws in 2009, provisions were made for a one-day educational session in the odd-numbered years. The National Association of Parliamentarians follows a similar schedule, with their convention one year and the National Training Conference the next year.

This was our first Annual Session under this bylaw change.

The first of our one-day Annual Session was held April 30 at the Ramada Plaza Hotel and Conference Center in Columbus. The full day was spent studying Bylaws.

Dr. Reva Hutchins, RP opened the day with an entertaining and educational program on Constructing Rock Solid Bylaws. We spent the session learning the reasons for writing the specific bylaw; not the general sentence that could have many interpretations.

James Williams, PRP, and a past President of the Ohio Association of Parliamentarians, presented the next session on Writing, Revising, and Reviewing Bylaws. So much information is new due to recent federal law changes relating to non-profit organizations. More than knowledge of Robert’s Rule of Order Newly Revised is needed to correctly write bylaw provisions for any organization.

The business meeting was also a learning session as we collectively decided what needed to be included to constitute a legal meeting. The next one-day session in 2013 will run more smoothly than this year because of our real-life experience.

In the afternoon Jim Williams continued his presentation with information on the Code of Regulations. As you know each state and the federal government have rules and regulations an organization must abide by. Knowing chapter XVIII of Robert’s Rules of Order Newly Revised is not enough for providing advice to an organization. The questions provided by Jim lead to an excellent discussion and sharing of experiences by those in attendance.

The final educational session was lead by Mary Remson, CP-T, PRP, and Past President of OAP, on Fun with Bylaws. We had a brief presentation and then the rest of the session was spent working as teams to do several problems that Mary gave us to work on.

Those who attended were very pleased with the quality and quantity of the information presented. We did find time for some fun in the raffling of door prizes and auctioning of baskets donated by OAP board members and Units.
