Applying for NAP Membership
To become a member of NAP you must successfully pass a basic membership examination consisting of 100 questions based on the current edition of Robert's Rules of Order Newly Revised (RONR). A minimum score of 70% is required.
About the examination
All 100 (true/false, matching, multiple choice) questions on the test are taken from a bank of 300 questions covering the basics of parliamentary procedure and will include: precedence of motions, contents of bylaws, order of business, steps in handling a motion, and vote or action required for ranking motions.
The membership exam is available in two forms:
1) A standard paper exam, which is completed using pen or pencil. Paper exams must be mailed to, and scored by, a member of the NAP Membership Examiners Committee (MEC).
2) An internet online exam, which is completed using a personal computer. Online exams are scored electronically, with the results immediately available for view by the examinees.
In both cases, a member of the MEC will report the official results to the examinee and to NAP Headquarters.
Preparing for the examination
Study questions for the membership exam are available online on this NAP Website. Permission is hereby granted to reproduce this document for teaching purposes. (download document) They are also available online in an interactive workbook that allows the user to practice answering the questions and immediately determine the correctness of the answers. Applying for membership
Applying for NAP membership involves three steps: 1) Send your completed Membership Application and first-year’s dues to NAP Headquarters. 2) Take the membership exam. 3) Receive confirmation of successful completion of the exam from the NAP MEC.
The application for membership will specify a paper exam or an online exam; the choice is yours, so you must use the appropriate form. You may download the appropriate NAP Application Form [1)-Application Form-Paper Exam 2)-Application Form-Online Exam], or you may request it from NAP Headquarters. An application for membership is also included when you purchase the 300 questions. The application process is outlined on the application form; you'll also need to review the dues chart to determine the state or province dues that apply in your area.
Your first-year's NAP dues of $75.00 ($37.50, if a full time student) plus state or province dues must be paid at the time you submit your membership application.
You should also arrange to have an NAP member or a responsible member of your community monitor your exam. The exam must be completed in a single session, so you and your monitor should plan on up to one hour for the test. After the monitor mails your paper exam or online exam certification back to the NAP MEC, you will receive your results within a few weeks, probably sooner for online exams!
Membership through distance learning
The University of Wisconsin, in partnership with the National Association of Parliamentarians, offers an independent learning course entitled Introduction to Parliamentary Procedure: Dynamics of Leadership. This course earns the student 14 Continuing Education Units (CEU), and qualifies the student for membership in NAP without further testing. Membership Reinstatement
A member who forfeited membership by resignation or nonpayment of dues can be granted reinstatement if a reinstatement application, current membership year dues, and reinstatement fee are submitted within two years of the date of resignation or forfeiture.
